Advanced Tender Notice – Provision of Managed Services to Service Victoria

⁠⁠⁠Service Victoria has a current contractual arrangement in place with Deloitte until 30 June 2020 for the following two broad packages of work and is now intent on seeking interest from qualified vendors.

1. Provision of Managed Services for infrastructure and platform management (Part One)

Required skillset for part one includes, but is not limited to:

i. Amazon Web Services
ii. Cloudwatch
iii. Network Management
iv. Mulesoft
v. Alfresco
vi. Sitecore
vii. ForgeRock
viii. Salesforce
ix. Red Hat OpenShift
x. React JS
xi. Logging and Monitoring (Infra and Platform)

2. Provision of Managed Security Services for the Service Victoria Cloud Platform (Part Two)

Required skillset for part two includes, but is not limited to:

i. Security Event Monitoring & Alerting Service
ii. Vulnerability Management Service
iii. Security Incident Response Service
iv. Governance, Risk and Audit Services

It is the intent of Service Victoria to seek submissions from suppliers for both of the two packages of work so that SV can appoint a Managed Service Partner to each package.

Vendors can submit responses for each package or both.

Each package will be evaluated separately.

Service Victoria intends to release these RFx’s to market in the week beginning Monday 20 January but no later than Wednesday 22 January 2020 with a proposed close date of no later than Thursday 20 February 2020.

These RFx’s will have oversight by an independent Probity Advisor.

The RFx’s will be released on the Victorian Government eServices platform VendorPanel under the following categories:

A. ICT Cloud Services – Infrastructure Management.
B. ICT Cloud Services - Platform Management
C. ICT Security Management

Suppliers are to note that they MUST meet the following criteria in order to be invited to these RFx’s:

i. Be registered and active on eServices under one or more of the above categories (depending on the supplier’s intent to bid);
ii. Register their intent to bid with the Tender Manager Peter D’Costa by email (Procurement@service.vic.gov.au) so that they can be invited to the RFx by Sunday 19/01/2020;
iii. Be prepared to attend a mandatory tender briefing on the first Monday post release at 1 McNabb Street, Footscray. (Further details to be contained within the RFx’s);
iv. Be registered with the Industry Capability Network (ICN) and prepared to submit a Local Jobs First Development Plan; and
v. Be prepared to submit a meaningful response to the Social Procurement criteria within the RFx (Suppliers are to note the guidance at https://buyingfor.vic.gov.au/social-procurement-victorian-government-approach)

Suppliers are to note that the intent of Service Victoria is to have a contract in place starting April 2020 so that the transition of services from the incumbent to any new supplier(s) leads to a seamless handover on 30 June 2020.

Also, suppliers are to note that Service Victoria will move to the new GovHub centre in Ballarat which is predicted to be in December 2020.
