Established in 1988, UTS is one of the leading Australian universities in terms of student demand and ranking. It has more than 40,000 students enrolled in onshore and offshore courses and nearly 3000 full time equivalent staff.
Facilities Management Operations (FMO) is responsible for day-to-day service delivery as well as the Capital Works program, both essential to the ongoing operations of the university. FMO works closely with the Program Management Office (PMO) that is responsible for delivering the UTS City Campus Masterplan.
FMO Projects is responsible for the Capital Works program including a variety of building refurbishment, and major maintenance projects to meet the needs of teaching and learning on campus. To better enable the delivery of this program, FMO Projects is seeking to establish a pre-qualified list of building works contractors as a Building Works Contractor Panel ("the Panel").
Building constructions works of up to $5 million only are within the scope of this Panel. Contractors for invitation to tender on works over $5 million in value will be sourced via a public EOI process.
Appointment to the Panel will make a contractor eligible to win work via a traditional competitive quotation or tender process resulting in a lump sum construction-only contract. Selection of contractors for invitation to quote or tender will be based on a rotation through the Panel list, ensuring contractors receive equal opportunity to participate in competitive bids subject to continued satisfactory performance assessment.
UTS' approach to the delivery of its capital works program is designed to encourage contractors to commit to long-term continuous improvement and to achieve excellent performance in the delivery of building and construction related projects. This is in return for increased exposure to business opportunities through the Panel and the development of longer-term relationships. The Small Works Building Contractor Panel which has been developed in response to this approach also ensures continued compliance with applicable procurement and probity standards.
