Inner West Council invites suitably qualified and experienced Contractors to provide Design & Construct (D&C) services, including all design, certification, construction, commissioning, and handover of the building remediation and upgrades to Quote for the Design & Construction of Thirning Villa Refurbishment, Lighting and Air-Conditioning (AC) Upgrade.
Thinring Villa is a historical building of heritage significance located behind the tennis courts at 40 Arthur Street Ashfield
Inner West Council provides self-contained accommodation within Thirning Villa to arts organisations, refugee groups and the Ashfield Historical Society.
In 2019, the roof void was cleaned under HAZMAT conditions, a new slate roof, new gutters and downpipes, new hardwood decking to the front and side elevations were installed and the exterior painted.
There is now an increased demand for affordable and accessible spaces for creatives to do their work and share with communities throughout the inner west.
In April 2025, Macquarie Consulting Engineers (MCE) undertook a condition assessment of all accessible areas to Thiring Villa and documented a Maintenance Report to address maintenance and safety issues
Council has identified all maintenance works, consultants have developed concepts for lighting and air conditioning upgrade, and an architect has documented drawings and maintenance schedules and specifications to Concept Stage for issue as a Design and Construct RFT.
This is a Request for Tender Design and Construct.
Due to the complexity of mechanical services and subsequent upgrade of required electrical services (“Mech/Elec services”) concept briefs for these services are under detail design documentation by consultants and will be issued as an Addendum to this RFT for pricing.
However, should Mech/Elec detail design documentation not be available by 20 May 2026, respondents are advised to use Provisional Sums included under 2 Pricing Schedule, RFT 36 Returnable Documents, for these items.
Final pricing of these items (Mech/Elec services) shall be upon confirmation of the scope and speciation after Contract Award.
The adjacent tennis Club House, shade cloth, and amenity block are not in scope.
