Warrnambool City Council is seeking quotations for the design, fabrication and delivery of partial replacement of WCC140 Moyjil / Point Ritchie Beach Access.
Moyjil / Point Ritchie WCC140 Beach Access is located in an environmentally and culturally important area which contains significant archaeological material. The very ancient age of formation and likely human origin of the material at the precinct make it potentially the oldest known Aboriginal site in Australia.
From 2 August 2013, an Ongoing Protection Declaration was legislated over a part of the precinct. There is a risk to cultural heritage from inappropriate access and breach of the Aboriginal Heritage Act 2006 and Aboriginal Heritage Regulations 2007. Accordingly, the Moyjil/ Point Ritchie Advisory Group through the development of the Moyjil Conservation Plan have highlighted the construction of this stair access as a high priority.
The objective(s) of the WCC140 Moyjil/ Point Ritchie Beach Access are to provide access to the beach, minimise impact and ensure protection of the cultural landscape and archaeological material at the site.
Coupled with the protection of the important cultural heritage; climate change adaptability is required for the replacement Beach Access Structures due to storm surges which includes secure foundations, durable base frame structures and decking materials which reduce risk of injury especially from slips and falls.
The project outcome for the Moyjil / Point Ritchie WCC140 Beach Access project is to provide increased comfort, safe and quality access for residents, tourist, community groups and visitors into the future.
