Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠1. CIOG requires a change to the way that the communication function for the group is governed and delivered. Currently communications are siloed, often technical in expression and poorly understood by the varied audiences within the workforce of over 113,000 personnel across and outside Australia.

2. The Super 7 Reform provides an opportunity to CIOG to establish a strong communication strategy for the whole of CIOG and to develop an understanding of the capability and workforce, required to deliver the framework effectively.

3. The contractor will facilitate communication planning and product development for the Super 7 Program to engage internal stakeholders and to express change activities and impacts externally. The role will deliver outputs for the Program Launch in October 2019 and provide a plan for realistic communications following that event.

4. The contractor will undertake, research, consultation and planning for the Super 7 Communication and Engagement Initiative to deliver improved definition and governance of the Communication function within CIOG.

5. The contractor will be responsible for planning, progressing work, reviewing business performance and focusing on identifying opportunities for continuous improvement. They will work with independence and set work tasks that align with the strategic objectives and communicate expected outcomes.

6. The contractor shall:

a. Provide professional leadership and direction to ensure a high level of planning, integration and consistency across Super 7 Program communications.

b. Review and analyse the current communication capabilities within CIOG and capitalise on opportunities to produce improved and effective communication products and activities.

c. Develop schedules and plan engagements with CIOG stakeholders to assess effectiveness of current communications and communications capabilities and to develop approaches that meet the needs of stakeholders to understand CIOG capabilities, products and services and to interact with them effectively.

d. Lead the development of new strategies and policies that extend to very complex business and communication issues.

e. Design, develop and implement a range of internal and external business and communication products and activities.

f. Appraise and implement targeted communications for internal and external audiences to achieve agreed business outcomes.

g. Undertake planning and strategy development that support development of CIOG communications capability and assist in developing skills and knowledge within the existing workforce.

h. Engage and influence stakeholders and subject matter experts to deliver agreed outcomes.

i. Analyse and ensure compliance with legislative, policy and regulatory frameworks.

j. Comply with the Defence Communication and Engagement Strategy and The Media & Communication Policy

7. Have extensive stakeholder engagement and will be required to identify relevant stakeholders’ expectations and concerns to develop a clear understanding of the methodology and practices to achieve outcomes.
