Warrnambool City Council is seeking quotations for the collection of infrastructure data and the condition assessment of Council’s Beach Accesses.
Warrnambool is a regional city council in South West Victoria with a population of 34,000 within a municipal area of just 120km2.
Council owns a total of 30 beach access distributed along the coast. These range from informal access with only a rail to prevent vegetation damage, to high-standard concrete and timber structures. The definition or extent of a beach access includes the stairs or ramp, handrails, any adjoining lookout, signage and upper landing connection to pathways. Recent renewal projects have identified the need for clear asset performance information and community requirement.
All beach accesses were audit in 2015 to identify risks to public safety, and environmental and cultural values. Recommendations for works, be it renewal, replacement, redesign, reposition or closure of infrastructure was provided and this lead to the development of a strategic works program.
The aim of this project is to:
*Update beach access condition and performance data to identify maintenance and renewal requirements.
*Identify safety, environmental and cultural issues for consideration during future capital works.
*Identify the current requirement for asset renewal through specific works programs.
*Confirm the future (5-25 year) requirements for asset renewal, upgrade or rationalisation.
*Determine how this infrastructure deteriorates over time.
*Undertake a valuation for all existing assets in their current state.
