Murray River Adventure Trail (MRAT) - Stage 1 Business Case and Design

⁠⁠⁠The Murray River Adventure Trail (MRAT) is envisaged to be a multi-sport adventure trail extending approximately 1,040 kilometres on land and 1,390 kilometres on water along the length of the Murray River, between Lake Hume to east of Mildura, Wentworth. Development of the MRAT will be staged, with the focus of this project on detailed planning for Stage One - between Barmah (Picnic Point) and Koondrook including associated loop/experience trails in Victoria and New South Wales, as appropriate.

A consultant is sought to complete the detailed design, planning and technical assessments for Stage One of the MRAT. Specifically, the project is anticipated to take up to 12 months to complete and will include:
* Detailed route planning and designs, including relevant technical assessments such as cultural heritage management and native vegetation; design, costings and implementation plan; and consultation with a large group of stakeholders including three Local Government Areas and Regional Partnerships, and Traditional Owner Groups.

* Detailed business case and investment prospectus, will reaffirm and expand upon the relevant sections of the preliminary business case completed for the entire length of the MRAT that was last updated in October 2016 and the previous feasibility study, as appropriate. Following the Department of Treasury and Finance, Investment Lifecyle guidelines, the full detailed business case will explore in more detail the components required to construct and activate the trail and the associated economic and visitor impacts. Further, a relevant cost benefit analysis, return on investment assessment and net present value will be completed, providing the evidence/rationale to inform future investment decisions.
