Horsham Rural City Council (HRCC) is seeking to prepare a Structure Plan for Horsham South. To support the development of the Horsham South Structure Plan, an initial Stage 1 Issues, Opportunities and Directions Report is required with detailed requirements outlined in this Project Brief.
Submissions are invited from suitably qualified consultants in town planning/ urban design, Structure Planning and stakeholder consultation. The project will involve undertaking background investigations to develop a contextual and strategic analysis and vision for the future direction of the study area to inform the development of a Stage 2 Horsham South Structure Plan. It is noted that the overall Structure Plan for Horsham South may comprise several precincts that reflect the dominant lands uses (e.g. standard residential north along Wimmera River, Industrial areas, Low density residential/ rural residential around Haven).
