Tender Description

The Yarra Ranges Shire Council (‘the Client’) invites tenders from suitably qualified and experienced parties for the provision of Consultancy Services for a Social Housing Project Feasibility Study, Anderson Street Lilydale (‘the Services’).

The successful Consultant will prepare a Feasibility Study including concept drawings, independent Quantity Surveyor report and other consultant reports for the Anderson Street Affordable Social Housing Proposal.

The project scope includes, but is not limited to:
* Preparation of a Feasibility Study and preferred Concept Design;
* Community engagement;
* Presentation to Council; and
* Provision of reports to the Project Reference Group (PRG).

The Feasibility Study deliverables include, but are not limited to:
* Development of conceptual architectural drawings with independent Quantity Surveyor report for the preferred options (determined by scale) for development of social housing on the site and considering:
o Universal access, Environmentally Sustainable Design (ESD), quality materials and finishes;
* Independent Quantity Surveyor Cost Report including all costing for the concept design;
* Whole-of-life costs including maintenance costs;
* Traffic and parking report;
* Arborist and Geotechnical reports; and
* Presentations to community and Council.

The successful Consultant will be expected to demonstrate a high level of knowledge about the social and affordable housing sector, the related regulatory framework, the need for social housing as well as demonstrating excellent project management and governance skills and experience. Experience on similar projects is essential.

This is a Schedule of Rates contract with a lump sum component to be negotiated with the preferred tenderer prior to contract award. However, tenderers are required to develop an indicative lump sum cost breakdown that demonstrates the professional fees and any associated costs to cover all aspects of this project including project management, architectural and all technical reports as described in the brief.

Tenderers are advised that the consultancy start date shall be no later than 21 January 2019 and the draft Feasibility Study and Concept Plan/s must be completed by the end of June 2019.

A Deed Agreement is the applicable form of contract which means that Council does not guarantee the volume of work available under this contract.

Council anticipates awarding this contract as soon as possible following tender close.
