Traffic & Transport Engineering & Planning Consultancy Services Panel & Development of an Integrated Transport Strategy

⁠⁠⁠1. The Yarra Ranges Shire Council, (‘the Client’) invites tenders from suitably qualified and experienced parties for:

* Category 1 Traffic & Transport Engineering & Planning Consultancy Services Panel; and

* Category 2 Development of an Integrated Transport Strategy for Yarra Ranges Shire Council (‘the Services’).

2. Category 2 includes but is not limited to:

* Data review, mapping and analysis to identify key nodes and movement corridors and identify gaps and missing links;
* Consideration of, and consultation with Commonwealth, state, regional and local plans and strategies;
* Engagement and consultation with the Yarra Ranges community on key transport and movement issues;
* Development of vision and objectives for the Integrated Transport Strategy which has a focus on future movements; and
* An Integrated Transport Plan document for consideration by Council.

This project does not include the scoping, design or construction of infrastructure.

3. Category 1 is a Schedule of Rates Contract and Council anticipates establishing a panel of between 3 to 5 Consultants. The contract term is five (5) years. Council also has the solo option to terminate for convenience at any time with three (3) months written notice. The Client may terminate some contracts whilst maintaining others for any part of the contract.

4. Category 2 is a Schedule of Rates Contract with a lump sum component and tenderers are required to develop a cost breakdown that demonstrates the professional fees and any associated costs. The Consultancy start date shall be as soon as possible following contract award and the project must be completed by no later than 31 December 2019 unless otherwise agreed.

5. A Deed Agreement is the applicable form of contract for both categories which means that Council does not guarantee the volume of work available under this contract.

6. Council anticipates awarding the contracts as soon as possible following tender close.

7. Tender submissions must be received by the Tender Closing Date or as otherwise changed by addenda.

Tender submissions received late or by any other means than via the e-tendering portal will not be accepted unless agreed to in writing (via email or letter) by Council’s Procurement Services prior to the tender closing time as per the Conditions of Tender document enclosed.
