Planned Procurement Notice

This is a pre-release notice only. Further details in relation to this Request for Tender (RFT) will be provided via AusTender in Q2 of FY2019.

Prospective tenderers are advised that the Commonwealth of Australia, as represented by the Department of Education and Training (department), currently anticipates that in or around Q2 of FY2018-19 it will release an open market RFT for the procurement of assessment services from Australian Registered Training Organisations (RTOs). The assessment services are for applicants seeking a skills assessment through the Trades Recognition Australia (TRA) Temporary Skills Shortage (TSS) Program, Offshore Skills Assessment Program (OSAP), and Trades Recognition Service (TRS).

This procurement is being undertaken by the department for TRA, which is a business unit within the department and a relevant assessing authority under the Migration Regulations 1994. The role of TRA is to provide skills assessments predominantly for applicants seeking to migrate to Australia across multiple trade sectors. RTOs assist TRA with the provision of these services.

The RFT will seek tenders from RTOs with suitable assessment expertise and appropriately equipped facilities, in Australia and overseas, to undertake an assessment of an applicant’s skills, work experience and education qualifications.

Successful tenderers will provide specialist advice and recommendations to inform and support TRA decision making including recommendations regarding each applicant’s claims against TRA assessment and evidence standards.
