The Department of Health and Human Services (the Client) is calling for proposals from suitably qualified and experienced parties to undertake a full campus Master Plan Study and a focused Mental Health Feasibility Study to support planning for the redevelopment of Western Health’s Sunshine Hospital campus.

The Sunshine Hospital is a major tertiary hospital and providing services to a rapidly growing catchment on a complex and evolving site. This Master Plan Study will identify opportunities to strengthen and optimise the health outcomes from services delivered onsite whilst ensuring the services are delivered efficiently and effectively. Consultant services are being procured to deliver the following:
* A Master Plan Study for the entire Sunshine Hospital campus; and
* A Feasibility Study for the redevelopment and expansion of Mental Health Inpatient services.

The Sunshine Hospital Master Plan will set out a long-range vision, and a suite of supporting strategies and initiatives, that seek to guide investment and change on the campus with one purpose - creating an internationally recognised centre of excellence for health, wellbeing, education and research.

The Master Plan will provide a strategic tool that aims to create an attractive, integrated and accessible urban environment with a full range of support services and facilities for staff, students, patients and visitors. Adherence to the Master Plan will result in a cohesive, engaging and open campus while allowing flexibility in the pace, timing and scale of change.

The Feasibility Study will require current Architectural and Clinical Health Planning expertise in contemporary and emerging innovative models of care, for Mental Health consumers in large, multiple acuity, inpatient facilities. This design capability will need to be coupled with a focus on the long- term vision developed within the Sunshine Hospital Master plan, whilst demonstrating creative and inventive Urban Design and Place making expertise.

The purpose of this Expression of Interest (EOI) Brief for Consultancy Services is to set out the scope and requirements for design consultants, with relevant experience, to submit an EOI proposal for consideration for inclusion on a short list of consultants who will be invited to tender for the consultancy services for the Sunshine Hospital Master Plan and Mental Health Feasibility Study for the Sunshine Hospital.
