Victoria Legal Aid is seeking expressions of interest from suitably qualified consultants to develop and implement a monitoring and evaluation (M&E) framework for the Child Protection Early Intervention Unit (EIU), and develop an evaluation toolkit for related services. The EIU is a 3-year pilot, planned to provide representational advocacy services to families involved in the child protection system who have not been to court.
We are looking to work with the consultant(s) to embed M&E as an integral, ongoing part of planning and management of this pilot. The consultant(s) would lead the development of a robust program logic and a practical M&E framework, and undertake a mid-term review and a final evaluation to critically and credibly assess the efficiency, effectiveness and appropriateness of the intervention.
The tools and frameworks developed are expected to support the establishment of an evidence base for the embedding of non-legal advocacy services within legal/other services and verifying the impact of such services on individual service user outcomes as well as the impact on the broader system.
