Drainage Repair Renewal and Upgrade Works

⁠⁠⁠The contract is for the supply of drainage repair, renewal and upgrade services for various projects and locations around the Knox City Council area. Council’s intention is to appoint a panel of suppliers for this type of work for an initial period of 3 years with the option to extend for a further 2 years by mutual agreement.

Respondents are invited to attend a non-compulsory Pre-tender Meeting at Council’s Operations Centre to seek clarification about the contract:

The Schedule of Rates has been separated into 3 schedules:
* A ‘Maintenance and Minor Works’ schedule,
* A ‘Renewal and Upgrade’ schedule, and
* A ‘Plant and Labour Hire’ schedule

Respondents have the option to complete either the ‘Maintenance and Minor Works’ schedule, the ‘Renewal and Upgrade’ schedule, or both and respondents are also required to complete the ‘Plant and Labour Hire’ schedule. This is to enable the appointment of suitable contractors of a variety of size and scale. The ‘Maintenance and Minor Works’ schedule and the ‘Renewal and Upgrade’ schedule will be inclusive of plant and labour, the ‘Plant and Labour Hire’ schedule will be used to facilitate works that have not been captured by either of the other two schedules.

Schedule 1A - Drainage Maintenance and Minor Works
The Maintenance and Minor Works schedule will include items relevant to drainage maintenance activities within the road reserve and property easements and will be targeted towards the smaller and adaptable contractors to work in with the community. Activities to be delivered in accordance with this schedule will include drainage pit lintel renewals, minor pipe repairs (up to 375mm in diameter), pit repairs, the reconstruction of broken pits, corbelling pits to standard 600mm x 900mm and converting concrete pit covers to lightweight covers. We also expect that the drainage maintenance contractors will be able to deliver minor drainage pipe renewal projects, up to 30m in length and up to 375mm diameter. It is anticipated that around $500,000 per annum will be allocated to the panel of suppliers in accordance with this schedule.

Schedule 1B - Drainage Renewals and Upgrades
The Renewal and Upgrade schedule will be targeted towards the medium to large drainage contractors. Activities to be delivered in accordance with this schedule are drainage pit and pipe renewal works, generally 225mm to 600mm diameter pipework exceeding 30 lineal metres in length. This schedule will also include drainage upgrade activities, particularly drainage pipe upgrades, including the Proactive Sullage Drain Upgrade program where aging and failing 100mm diameter sullage pipes are upgraded to 225mm or 300mm diameter. It is anticipated that around $2.0 million per annum will be allocated to the panel of suppliers in accordance with this schedule.

Schedule 1C - Plant and Labour Hire
Schedule 1A and Schedule 1B will be inclusive of plant and labour, Schedule 1C will be used to facilitate works that are not captured by schedules A and B. It is anticipated that some minor drainage repair works may be undertaken in accordance with Schedule C although the broad scope of schedules A and B will minimise the requirement for the use of Schedule C.
