Tender Description

⁠⁠⁠The Shire of Collie has identified the need for an improved communication network both for operational purposes and in emergency situations. The project will supply and install in a smart high band digital radio network for the Shire that is reliable and provides coverage of 80% of the Shire and can interact with the Western Australian Emergency Radio Network (WAERN) and the Shire’s bush fire vehicles. This will be the first WAERN integrated radio system for a Western Australian council and will serve as an example to other local governments.

The project will involve the following key eligible activities:
* Install the Digital Mobile Radio System (DMRS), which includes GPS location and data enablement, and technical support provided;
* Oversee and project manage the rollout to ensure the efficient interaction between the Western Australian Emergency Radio Network operated by the Departments of Fire and Emergency Services and Parks and Wildlife, and the Shire’s Bush Fire Vehicles; and
* Provide training, including the development of procedure manuals and associated documentation, for relevant staff and stakeholders on operating the system.

The contract will be awarded to the successful respondent after 1 February 2018, allowing the respondent to begin DMRS installation and training by the 15 March 2018. The ability to comply with this requirement must be included in the respondent’s tender. To achieve this outcome, the appointed contractor will be required to provide the following services:
* Gain all necessary licenses for the DMRS;
* Provide installation and training;
* Suitable technical support and repairs within 3 hours in an emergency and within 6 hrs in all other situations;
* 80% coverage of the Shire of Collie for non WAERN channels; and
* 60% of the cost paid in the first financial year (17/18) and the remaining 40% paid over 4 years at 10% per financial year, depending on contract value.
