In preparing for upcoming regulatory price reviews, Jemena Gas Networks (JGN) and Jemena Electricity Networks (JEN) will require the services of consultants and specialist advisors, covering the following key scope categories:

Jemena Gas Networks (JGN) is the major gas distribution service provider in New South Wales (NSW). JGN owns 25,000 kilometres of natural gas distribution system, delivering natural gas to more than 1.3 million homes, businesses and industrial consumers across NSW.
Jemena Electricity Network (Vic) Limited (JEN) is an electricity distribution network service provider in Victoria. JEN supplies electricity to approximately 319,000 homes and businesses through its 11,000km kilometres of distribution system. JEN’s electricity distribution system services 950 square kilometres of northwest greater Melbourne.
Both JGN and JEN are currently making preparations for their upcoming regulatory price reviews:
* JGN is due to submit its Access Arrangement (AA) proposal, covering the period 1 July 2020 to 30 June 2025, to the Australian Energy Regulator (AER) on 30 June 2019
* JEN will submit its Electricity Distribution Price Review (EDPR) Regulatory Proposal, covering the period 1 January 2021 to 31 December 2025, to the AER on 31 July 2019.
The regulatory price reviews will continue through to May 2020 for JGN, and October 2020 for JEN.
The relevant provisions relating to the economic regulation of natural gas distribution networks in NSW are set out in the National Gas Law (NGL) and National Gas Rules (NGR). Similar provisions, relating to the economic regulation of electricity distribution networks in Victoria, are set out in the National Electricity Law (NEL) and National Electricity Rules (NER). These documents are available at http://www.aemc.gov.au/Energy-Rules.
Engagements will be commissioned to inform the development of the regulatory proposals, and the outputs may be included within the suite of documents submitted to the AER in support of the proposals.
To ensure that the procurement of these services is timely and efficient, Jemena intends to create a Regulatory Consulting Panel, for a 5 year period, beginning 1st July 2018. This panel agreement is a no-value agreement, meaning that the agreement qualifies the respondent to win work as it arises, however it does not guarantee them work.
ie: For pieces of work, a Scope of Work will be released to the applicable vendors on the Consulting Panel, who will then submit a proposal based off their skills, experience and pricing. A vendor on the panel will then win the work.
Vendors must be on the Jemena Regulatory Consulting Panel in order to be applicable to win future work throughout the 5 year period.
