Central Highlands Water (CHW) and Western Water (WW) are both one of the 13 state owned Regional Water Corporations in Victoria, operating under the guidance of the Victorian Water Act (1989).
Both corporations traditionally engage the private sector to provide works and services for the renewal of water and sewer pipelines and rehabilitation of manholes. This has occurred by each organisation awarding separate contracts for the renewal of water mains, and the renewal of sewer mains.
CHW and WW have recently determined to work together to jointly procure these services. This process is being used to provide economies of scale and to deliver better outcomes for their customers. Whilst a joint procurement process is being used, each Corporation will execute contracts for the work in its respective area only.
The contracts will cover manhole rehabilitation, re-lining sewer mains, CCTV, jetting, pipe cracking, water main installation (conventional and trenchless), water service connections, hydrant and sluice valve installation, temporary water service connections, line stops, chlorination, swabbing and water quality testing of an annual repair/replacement program spanning both authorities' region.
The proposed 3-year + 1 year + 1 year works program has a potential value of up to $40 million.
