Tender Description
In striving to continually improve its service, the City of Greater Dandenong’s Planning and Design Unit will continue to provide a planning application assessment system (known as the Priority Paid service, as described fully in Appendix 1) for expediting applications of a commercial or industrial nature that meet Council’s set requirements.
There are 6 basic steps in the Priority Paid application process:
1. The applicant engages a Certification Consultant from Council's list of Contracted Certification Consultants.
2. The applicant presents a planning proposal to the Certification Consultant, who will check that it is complete in terms of all required documentation and complies with the eligibility criteria before certifying it.
3. The applicant lodges the certified planning application with the Council and pays the appropriate fees. The Priority Paid fee is a rate established by the Priority Paid service (percentage of total development cost) and is in addition to the standard fees charged under the Planning and Environment Fees Regulations.
It is important to note that the Council, at its discretion, reserves the right to not accept an application for the Priority Paid service. If the application is not accepted for the service, the Priority Paid fee is refunded to the applicant via cheque. Costs incurred by the applicant in the certification process, however, are not recoverable from the Council and cannot be offset against the Council’s application fees.
4. The Council checks the application to ensure it is valid with all relevant documentation having been provided, and it is eligible under the Priority Paid service requirements.
5. If determined to be eligible, the Council accepts the application and the processing of the application commences. If it is not considered eligible, Council will process the application in the standard planning application process, which will not be subject to the Priority Paid service timeframes. In this situation, the Priority Paid fee will be returned.
6. The Council issues a decision (Permit with or without conditions, or a Refusal) no later than 20 calendar days after the application was accepted by the Council, except where the application was accepted by Council between 1 December and 31 January each year, when the application will be determined within 40 calendar days.
