Tender Description
The Mornington Peninsula Shire currently owns and operates a landfill at Fingal. The landfill currently receives waste from the Council's kerbside waste collection service and commercial waste from private customers. The Council is strongly considering closing the landfill in 2018. If the landfill is closed, the Council will require alternative waste disposal processes to operate from 2018.
The Council is seeking expressions of interest for two contracts.
The first contract (Provision of Bulk Haul Facility) is for the provision of a Bulk Haul Facility within the municipal district of the Council to receive municipal waste and the bulk haulage of municipal waste to a location other than the Mornington Peninsula. The municipal waste to be bulk hauled may vary over the duration of the contract. The Bulk Haul Facility may be constructed specifically for the contract or may be based on an existing facility. The Council has parcels of land at Fingal, Tyabb and Mornington which may be leased to the successful tenderer for the purpose of establishing the Bulk Haul Facility. It is proposed that the contract have a term of 15 years, but the Council will consider alternative proposals. There may also be scope for the successful tenderer to receive commercial waste from private customers at the Bulk Haul Facility.
The second contract (Disposal of Municipal Waste) is for the provision of a landfill for the receipt and disposal of municipal waste of the Council. The Council is considering possible terms of 5, 10 and 15 years for the contract.
Respondents may submit expressions of interest for either contract or both contracts.
