Tender Description

⁠⁠⁠A major new opportunity to partner with local councils is now open.

Hobsons Bay City Council and Maribyrnong City Council is launching a collaborative tender for Hard Waste Collection, Additional Sorting, and Reuse Services — which includes the opportunity for small reuse-focused organisations to get involved.

This tender isn’t just about waste collection. It’s about unlocking new pathways for reuse, repair, material recovery, and circular innovation across two progressive municipalities.

Councils are actively seeking reuse and repair partners who can help maximise the value of household collected materials and keep items out of landfill. Councils are seeking Tenderers who can:

  • Demonstrate innovation and commitment to maximising reuse of collected hard waste
  • Increase the range of acceptable items
  • Improve landfill diversion, resource recovery and circularity rates 
  • Build long-term partnerships with Councils that deliver measurable environmental outcomes

Councils will award contracts separately, and may appoint Tenderers for:

  • Core Services
  • Additional Services
  • OR a combined Core + Additional Services package

Core Services include:

  • Booked hard waste collections 
  • Dumped rubbish collection
  • Special collections
  • Disaster collection services
  • Core Services Contractors must partner with a qualified reuse/repair organisation — a major opportunity for small operators to become official reuse partners.

Additional Services include:

  • Drop-off event services
  • Swap day event services
  • Material management
  • Re-use partnership services
  • Disaster collection value-add
  • Dumped rubbish value-add
  • These services are ideal for organisations specialising in reuse, repair, upcycling, community events, or material sorting.

A Tender briefing is arranged for Monday, 13 July 2026 at 10.00am. The briefing will be conducted online via Microsoft Teams. Details on how tenderers can join the tender briefing will be provided closer to the date via an addendum.
