Overview
Yarra Ranges Shire Council is inviting expressions of interest (EOI) for Fixed Location Roadside Trading Permits. A Roadside Trading Permit is required to operate a business from the side of a Council road or in a Council car park, including food vans, flower stalls, coffee carts and other mobile trading businesses. Fixed Location Permits are allocated through an EOI process held every two years, with an assessment panel reviewing all applications against established criteria.
Location
Roadside trading permits are available at 14 sites across the following locations:
- Lillydale Lake, Lilydale (3 sites)
- Bellbird Park, Lilydale (1 site)
- 150 Cambridge Rd, Kilsyth (2 sites)
- Paynes Rd, Chirnside Park (1 site)
- Keith Hume Fraser Reserve, Montrose (1 site)
- Corner Tramway & York Roads, Mt Evelyn (1 site)
- Corner Old Warburton & Warburton Hwys, Seville (1 site)
- Corner Warburton Hwy & Victoria Rd, Wandin North (1 site)
- Kalorama Memorial Reserve, Kalorama (1 site)
- Wesburn Park (Warburton Park Trail Head), Warburton (1 site)
- McIntyre Lane, Yering (1 site)
Contractor Requirements
Applicants may apply for one or multiple permits. Expressions of interest will be assessed against the following evaluation criteria, including but not limited to:
- Connection to Yarra Ranges: 35%
- Hours of Operation: 10%
- Sustainability: 20%
- Range of Options: 30%
- Diversity: 5%
EOIs that do not adequately address or meet the assessment criteria may not be considered. All requested information must be included in the application to support a thorough assessment.
Applicants must also:
- Comply with Food Safety Standards and adhere to Yarra Ranges Council policies (if applicable)
- Comply with all relevant Council permits and policies
Contract Terms and Conditions
- Roadside trading permit fee for business: $2,090.00
- Roadside trading permit fee for community and sporting groups: $1,037.00
All fees must be paid and documentation provided for the permit to be valid.
Information Requested
To complete the EOI, applicants will need to provide:
- ABN
- FoodTrader registration (if the business sells food and/or drink)
- Municipal Business Registration Certificate (if required)
- Public Liability Insurance for $20 million
- Waste Management Plan (how rubbish, wastewater, food waste, etc. will be managed)
