Arafura Rare Earths Limited is seeking Expressions of Interest (EOI) for the supply of Plant Control System (PCS) Hardware for the Nolans Project in the Northern Territory.

About

Arafura Rare Earths Limited is an Australian, ASX-listed company (ASX:ARU) focused on the responsible future production of the rare earths elements Neodymium and Praseodymium (NdPr) and heavy rare earths from its Nolans Project in the Northern Territory.

The Nolans Project, 135 kilometres north of Alice Springs, is a fully permitted, construction-ready, single site ore-to-oxide project with an anticipated mine life of 38 years. As a fully integrated operation, Nolans will encompass a mine, process plant (comprising beneficiation, extraction and separation plants) and related infrastructure.

The Project is strategically located in the Northern Territory and is recognised as a globally significant and strategic NdPr project which, once developed, will become a major supplier of these critical minerals to the high-performance NdFeB permanent magnet market.

The Nolans Project has made strong progress during the first half of FY2026 and remains on track towards a Final Investment Decision (FID), subject to completion of funding and offtake arrangements.

Hatch has been appointed as EPCM contractor for the Nolans Project. Arafura is transitioning execution management of the Project to Hatch, and as the execution plan and procurement packaging are finalised, Hatch will be the primary contact for procurement and contracting engagement.

Scope

The scope includes:

• Provision of all required PCS hardware components (controller panels, remote I/O panels, marshalling panels) and associated software licenses necessary to meet the technical requirements, enabling configuration, engineering, and system setup by either a third-party or in-house system integrator to perform all specified continuous control and discrete control
• Provision of all necessary PCS hardware and software to perform all standard operator interface functions (plant graphics, trends, alarms, faceplates, area, group, loop, point, etc.)
• Provision of all hardware interfaces for the converged control network, wired or wireless, linking all process control modules, operator stations, and any other required PCS modules
• Provision of all PCS communication components inside PCS panels and RIO panels to interface with all other control equipment such as PLCs, computers, analysers, and vendor package controllers
• Provision of all necessary software and licenses to implement an instrument Asset Management System (AMS), Data Historian (interfacing with multiple systems), PCS simulator, and the required system to allow operations

Information Requested

Interested parties will provide resources that illustrate their capabilities specific to the contract on offer, and demonstrate their industry performance and compliance with Health, Safety, Environmental and Quality Management systems.

The following documents must be completed and uploaded to ICN Gateway as part of the EOI submission:

• Completed Prequalification documentation (H366551-PJ083-311-024-0001-AT02), including requested documentation and supporting documentation
• Completed Confidentiality Agreement (H366551-PJ083-311-024-0001-AT03), with all highlighted sections completed and submitted in native format. The final document will subsequently be circulated for e-signing by both parties
