Tender Description

⁠⁠⁠Overview

The City of Wanneroo is seeking to engage a suitably qualified and experienced contractor to deliver Stage 2 upgrades at Cabrini Park.

Purpose

The works form part of a broader master plan upgrade and include civil, landscape, and electrical components aimed at improving accessibility, safety, and community amenity.

About

Cabrini Park is located at 5 Cabrini Road, Marangaroo and is classified as a 'Neighbourhood Sports Park'. The park is surrounded by residential areas to the north, east, and south, with the western boundary adjacent to an aged care facility. The park is used for organised sport by the Kingsway Sportsman Cricket Club during the summer months, and the East Perth Football Club (soccer) during the winter months.

Spanning approximately 3.89ha, the park sits across two Lots and has a nine-metre fall from the northeastern to the southwestern side, with a three-metre elevation change from the existing building and carpark to the playing field. The park comprises the following existing amenities:

  • Senior-sized sports field with centre cricket wicket
  • Passive recreation floodlighting
  • Amenities building with change rooms, public toilets, and a kiosk
  • Basketball pad
  • Playground
  • Minor path network and bench seating
  • Cricket nets

In 2015, the City developed the Active Reserve Master Plan (ARMP), which provided several recommendations for Cabrini Park. Based on the ARMP, in 2024 the City developed a concept masterplan for Cabrini Park to design and deliver the following upgrades in line with the concept masterplan:

  • Demolish the existing amenities building and design and construct a new amenities building
  • Construct new sports field floodlighting
  • Expansion of the internal foot path network
  • New passive park upgrades to include bench seating, BBQ areas, and picnic shelters
  • New landscaping
  • Upgrade of basketball pad and new floodlighting
  • Installation of automated access gate to carpark

The works are divided into the following separable portions:

  • Separable Portion 1 (SP1): Passive Park Upgrades
  • Separable Portion 2 (SP2): Sports Field Floodlighting

Tenderers may submit for one or both separable portions.

Instructions to Tenderers

Qualitative submissions must clearly address the requirements relevant to each Separable Portion tendered. The City will evaluate each Separable Portion independently, including qualitative criteria and pricing.

Tenderers submitting for both Separable Portions may provide an alternative combined price applicable if both Separable Portions are awarded to the same Contractor. Any combined-price adjustment or discount shall be clearly stated in the Pricing Schedule and will be considered as part of the value for money assessment.
