Social Media Management Platform

⁠⁠⁠Overview

The Australian Electoral Commission (AEC) is responsible for administering federal elections, as well as a range of other functions between elections. The AEC is seeking to partner with a social media management platform or distributor to help effectively manage and enhance its online communications. The AEC would prefer one supplier, but is also open to a consortium with services split across platforms, if efficiencies can be demonstrated from a value for money perspective.

Scope

The AEC runs the following social media accounts, which the platform will need to support:

• X
• Threads
• 2x Facebook (one mainstream and one Aboriginal and Torres Strait Islander specific)
• Instagram
• LinkedIn
• Reddit
• YouTube
• TikTok
• Google business accounts

The scope includes:

• Centralised scheduling and publishing across multiple social media channels
• Ability to receive and moderate comments on posts
• Monitoring and listening capabilities via keyword search, including the number of annual mentions that can be provided and the number of Facebook pages that can be monitored
• Ability to create reporting dashboards and analyse data
• Capability for six ongoing business as usual (BAU) users and a scalable number of temporary surge users, with surge users not requiring access to the publishing elements of the platform
• Provision of onboarding, ongoing training and written instructions for platform use
• Provision of a detailed cost breakdown, including managed hours
• Provision of a cost breakdown for potential future surge user services, broken down by separate costs of five, seven and ten users

Contractor Requirements

• Provision of Australian customer support, preferably based in Australia
• Open communication regarding bugs and software updates
• Resolution of critical issues that hinder core platform functionality within a 24-hour window

Contract Terms and Conditions

Temporary surge users will not be included in the initial service agreement or pricing. Surge users may be added later as additional work via a contract amendment for a limited time only, should a major electoral event arise (for example, a federal election). This would be for additional services, to be considered and paid for during a significant electoral event.
