Tender Description

⁠⁠⁠Overview

The Electricity Authority Te Mana Hiko (Authority) requires a provider to conduct an independent review and provide advice on the performance and value for money of the System Operator.

Scope

The scope includes:

  • Advising on how the System Operator's performance should be assessed, based on comparison with international system operator models and considering the New Zealand context
  • Assessing whether current arrangements deliver value for money and identifying opportunities for improvement

Contractor Requirements

When evaluating responses to the RFP, the Authority will consider:

  • The supplier's relevant experience and track record
  • How well the proposed solution meets the Authority's requirements
  • The supplier's capacity to deliver within the required timeframe
  • The extent to which the proposal delivers economic benefits to New Zealand
  • Overall value for money, based on price in relation to the quality and expected outcomes of the proposed solution

  • Contract end date: 18 December 2026
