Comprehensive Assessment and Report on the Existing Roof at the Civic Centre

⁠⁠⁠Horsham Rural City Council invites suitably qualified contractors to submit a proposal to provide a comprehensive report assessing the current metal roofing, drainage pipes, and gutter system, including recommendations for the necessary repairs and renewal works at the Civic Centre, 18 Roberts Avenue Horsham.

The approximate roof area is 60 x 65 m². The current roof has been modified through multiple renovation and upgrade stages, with approximately 80% of the roof area covered by solar panels. Most stormwater downpipes are concealed within the walls, and there are multiple interconnected gutters throughout the building.

We are currently experiencing ongoing roof issues at our Civic Centre main office building, including minor roof leaks at various locations, which have been addressed through spot repairs on each occasion.

Council is now seeking to undertake a comprehensive assessment of the entire roof system and explore suitable options for roof repairs, renewal works, and potential upgrade opportunities.

The report, including supporting photos, must provide the following details:

The contractor shall undertake a comprehensive investigation of the existing roofing and stormwater drainage system to identify any defects, deterioration, ageing components, or design deficiencies that may be causing or contributing to the roof leaks. The assessment shall include all roofing components, including roof sheeting, box gutters, downpipes, overflow systems, skylights, flashings, cappings, sealants, and associated roofing elements, together with a condition rating and estimated remaining service life.

This assessment is not limited to a visual inspection. The contractor shall use any necessary investigation methods, testing techniques, or equipment to detect existing and potential future roof leaks, including assessing the condition of concealed rainwater downpipes where practical. The existing roof drainage system shall also be reviewed against historical rainfall data for the Horsham region over the past decade to determine whether any upgrades are required.

The contractor shall provide a detailed report outlining the investigation findings, recommended repair, replacement, and upgrade methods, ensuring all recommendations comply with the relevant Australian Standards, New Zealand Standards, and the National Construction Code. A detailed quotation shall also be provided for all recommended rectification and upgrade works.
