Tender Description

⁠⁠⁠City of Melbourne invites submissions from managed service providers to deliver end to end contingent labour services, including sourcing, onboarding and workforce management.

Services to be provided:

a) Deliverables or Outcomes 

The engagement will deliver a Managed Service Provider (MSP) solution to oversee the end-to-end management of contingent labour across the organisation. This includes sourcing, engaging, onboarding, managing, and offboarding temporary workers and contractors through standardised and compliant processes. The MSP will also provide vendor management, rate governance, consolidated reporting, compliance oversight, and optimisation of the supplier ecosystem. A Vendor Management System (VMS) may be included to support visibility, workflow automation, and workforce analytics. The objective is to improve efficiency, compliance, visibility, and cost control across the contingent labour workforce. 

• Provision of contingent labour resources to supplement permanent workforce

• Fast and efficient placement of suitably qualified candidates

• Optimised labour costs through transparent rate management

• Compliance with all pre-employment and statutory requirements

• Scalable workforce response to planned and unplanned demand

• Accurate management reporting and workforce insights

• Support diversity, equity and flexible workforce participation

b) Specifications

The Master Vendor will be accountable for managing all contingent labour requirements across Council, including (but not limited to): IT, administration, childcare, community services, and professional services.

Key specification elements include:

• End-to-end ownership of contingent labour supply and performance

• Single point of engagement for hiring managers

• Rate-card management and control across all job categories

• Candidate redeployment and tenure management to minimise churn and cost

• Payroll-only capability where Council engages workers directly

• Managed transition of contingent workers to fixed-term or permanent employment when directed by Council 

c) ESG

The supplier must demonstrate alignment with Council’s ESG objectives, including ethical labour practices, diversity and inclusion, safe work environments, and responsible supply chain management. ESG commitments and reporting will be delivered in accordance with the Council ESG Schedule.
