Tender Description
The Delburn Wind Farm (DWF) consists of 33 turbines and associated infrastructure, hosted in the HVP Thorpdale Plantation in the Strzelecki Ranges. Construction of the DWF commenced in March 2026 with completion anticipated in late 2028. The planning permit requirements for the DWF mandate the implementation of a Construction Bush Fire Mitigation and Management Plan which includes details of the fire mitigation and response capabilities required on site during the declared Fire Danger Period.
The SEC Delburn Wind Farm is seeking to procure a firefighting contractor to provide these capabilities to support safe construction of the wind farm and to comply with the requirements of the endorsed Construction Bush Fire Mitigation and Management Plan for the declared fire danger period 2026-27 and 2027-28.
The service is intended to:
- Mitigate fire risk associated with construction activities (e.g. hot works, plant, electrical works) in compliance with the DWF endorsed Construction Phase Bush Fire Mitigation and Management Plan
- Provide immediate first-response firefighting capability
- Support compliance with Victorian WHS legislation and CFA requirements
- Protect personnel, assets, and surrounding environment (including bushland)
- Support the project’s Emergency Planning Committee
Interested suppliers should possess, or be capable of obtaining, relevant:
- Capability to provide firefighting response services comprising of minimum of three (3) independent firefighting vehicles & crew on-site simultaneously (minimum 2 people per crew)
- Capable of simultaneous incident response across geographically dispersed work fronts – specifically with respects to an active construction zone in a timber plantation.
- Experience delivering comparable services in high-risk environments and locations.
- Capable in providing services on location in Delburn VIC
