BACKGROUND
The Hills Shire Council (THSC) delivers a comprehensive program of civil infrastructure works annually across the Hills Shire Local Government Area (LGA). To ensure projects are delivered in a reliable, cost-effective, and customer-focused manner, Council seeks to engage suitably qualified and experienced civil construction contractors.
Council intends to establish a Panel of Contractors to undertake the following categories of work:
• SP1 – Concrete Reconstruction
• SP2 – Concrete Restoration
• SP3 – Asphalt Services
• SP4 – Road Stabilisation
The Panel arrangement will support the efficient procurement and delivery of works while maintaining high standards of safety, quality, environmental compliance, and value for money.
This Volume forms the Technical Specification for all Works undertaken under this Panel arrangement.
All Works must be carried out in accordance with applicable Council standards, relevant Australian Standards, and all relevant legislation. In the event of any discrepancy, the following documents shall apply in the order of precedence listed below (unless otherwise noted):
1. Relevant Legislation
2. Relevant Australian Standards
3. Works Specification – Subdivision and Development (THSC)
4. Council Construction and Material Specifications (AUS-SPEC)
5. TfNSW Construction and Material Specifications (where specified)
6. Council Standard Drawings (THSC)
Tenderers must ensure full compliance with the above requirements when pricing and delivering the Works.
