Local Play Spaces Concept Planning

⁠⁠⁠Horsham Rural City Council (HRCC) seeks to engage a suitably qualified consultant to prepare concept plans for Local level play spaces across Horsham Rural City. Twelve play spaces have been identified. Responses to this RFQ will define how many concept plans can be developed. The concept plans will be high-level and will not include detailed design or construction documentation.

The concept plans will support implementation of the Horsham Municipal Play Space Strategy 2026–36 (“Play for All”) and will:

•  Reflect the principles of play spaces
•  Through careful design, improve play value for all ages, but particularly for young people (1-14yo)
•  Create diversity of play types considerate of both the play network and local environment conditions
•  Contribute to the development of a municipal network of play spaces
•  Guide future capital works planning and investment

The project will deliver a suite of concept plans for local play spaces that:

•  Align with Council’s vision to create play opportunities that are diverse, inclusive and reflect contemporary understanding of developmental stages, interests and skill acquisition
•  Reflect a network-based approach to play provision, where each site reflects the local context and environment and contributes to a unique experience rather than duplicating other sites and experiences
•  Provide clear, implementable direction for upgrades to local level play spaces

Concept plans will demonstrate how Local play spaces can:

•  Provide targeted, age-appropriate play opportunities
• • Deliver short-stay, local experiences (generally for local residents within a 400m catchment)
•  Integrate landscape and nature play opportunities to enhance play value
•  Provide options for different ages and interests
•  Support social connections in public places (pathways, seating and shelter)
•  Complement nearby Neighbourhood and Regional play spaces
