Traditional Owner Corporation Caucus Secretariat and Policy Services

⁠⁠⁠Introduction

The Department of Energy, Environment and Climate Action (DEECA) is responsible for Victoria’s energy, environment, water, agriculture, forestry, resources, climate action, and emergency management functions maximising connections between the environment, community, industry and economy.

In response to the needs of Traditional Owners and Aboriginal Victorians and broader government commitments to Aboriginal Self-Determination, DEECA developed Pupangarli Marnmarnepu 'Owning Our Future’ Aboriginal Self-Determination Reform Strategy 2020-2026. The Strategy acts as a roadmap of how DEECA will enable Traditional Owner self-determination at DEECA and details the outcomes, indicators and measures that will inform yearly priorities, which will be measured in partnership with Traditional Owners and Aboriginal Victorians.

Pupangarli Marnmarnepu commits DEECA to the establishment of a formalised accountability and partnership enabling mechanism with Traditional Owners. In delivering on this commitment the Statewide Caring for Country Partnership Forum was established in 2020 in partnership with the “formally recognised” Traditional Owner Corporations, as a Traditional Owner led mechanism to hold DEECA accountable for the implementation of Pupangarli Marnmarnepu, and DEECA’s commitment to supporting Traditional Owners self-determination aspirations and systemic reform.

As a key element of this initiative, the Traditional Owner Corporation Caucus was established, and comprises senior representatives of the ‘formally recognised’ Traditional Owner Corporations. The Traditional Owner Corporation Caucus is responsible for guiding the direction of the Statewide Caring for Country Partnership Forum as well as collectively seeking to address and work towards positive impacts for Traditional Owners aligned with their strategic priorities.

The Department is seeking responses to this Request for Tender (RFT) T2026-0231 for the provision of Secretariat and Policy Services for the Traditional Owner Corporation Caucus
