Personnel Services to Design, Build and Implement DAFF’s ServiceNow Portfolio Management Tool

⁠⁠⁠Requirements

• Establish a single, enterprise‑wide portfolio management capability for the departments Digital and ICT projects and programs as well as identified BAU activities using the ServiceNow Portfolio Management (SPM) Tool.
• Support both waterfall and agile projects and programs.
• Incorporate and address in‑flight initiatives currently using non‑standard governance and tools.
• Deliver integrated, standardised reporting at project, program and portfolio levels.
• Implement consistent RAG (Red, Amber, Green) statuses and tolerances.
• Implement executive reporting generating insights into project and program viability, and health driven by initiative trends associated with spend, health and schedule.
• Drive sustainable adoption through training, organisational change and communications.
• Where possible, it is expected that the solution will use standard SPM designs, modules and capabilities. Bespoke design elements will be identified and agreed to by exception.
