Request for Information - Online National Assessment

⁠⁠⁠Education Services Australia (ESA) is undertaking preparatory activities in relation to a potential initiative concerning large-scale assessment delivery. Responses to this RFI are sought to help shape subsequent phases of the initiatives and will be a source of information for future planning.

ESA views this RFI as an opportunity for suppliers and industry participants to share insights based on their experience delivering assessment platforms at scale. Information provided may help ESA better understand market norms, emerging approaches, and cost drivers.

Background

Education Services Australia (ESA) is a ministerial not-for-profit company committed to making a positive difference in the lives and learning of Australian students. ESA works with all education systems and sectors to improve student outcomes, enhance teacher impact, and strengthen school communities. ESA provides:

• development, sharing and deployment of nationally owned technical data and assessment systems.

• digital teaching and learning resources, tools, and services.

• information and communications technology services.

ESA’s goal is to advance key nationally agreed education initiatives, programs and projects by providing services including:

• researching, testing, and developing effective and innovative technologies and communication systems for use in education.

• devising, developing, and delivering curriculum and assessment, professional development, career, and information support services.

• facilitating the pooling, sharing and distribution of knowledge, resources, and services to support and promote e-Learning.

• supporting national infrastructure to ensure access to quality-assured systems and content and interoperability between individuals, entities, and systems.

Purposes of RFI

The purposes of this RFI are internal planning, market analysis, business case development, and informing potential future procurement strategies relating to large-scale assessment delivery (Purpose).

ESA is undertaking preparatory activities in relation to a potential initiative concerning large-scale assessment delivery. Responses to this RFI are sought to help shape subsequent phases of the initiatives and will be a source of information for future planning. 

ESA is seeking to obtain an overall understanding of the costs required to deliver a solution capable of managing all aspects of assessment delivery for 1.3M+ students across Australia with appropriate infrastructure, operational capability, and resilience. 

Respondents are also invited to propose innovative or novel solutions, including approaches or capabilities that may extend beyond the scope described in this RFI, where these may assist ESA in shaping future assessment delivery models.

Lodgement:

Respondents are responsible for and bear any costs, liabilities and expenses that may be incurred in the preparation and submission of their response to this RFI.

All responses shall be signed by a duly authorised director or senior officer of the Respondent.
