This Tender is invited by the Issuer.
The department is looking for an experienced organisational change management (OCM) capability to support the commencement of a large-scale enterprise transformation program implementing a new ERP platform across the organisation.
This OCM capability will play a critical part in the ERP Program driving business readiness, stakeholder engagement, and adoption across a complex, multi-vendor environment. The OCM capability should demonstrate proven ERP expertise to provide advice and direction on the current ERP Program change strategy.
The OCM capability will:
- review existing and / or develop change management artefacts (i.e. strategy, plan, change impact assessments), to address diverse stakeholder groups and alignment with the new ERP platform
- develop and support the development of new change management resources, tools and templates
- support the Buyer’s leadership team in driving change messaging and reinforcing behavioural shifts
- oversee stakeholder engagement, targeted communications and adoption planning tailored to ERP Program’s needs
- be supported by in-house change management practitioner, ERP Program support officers and a communications team fostering a collaborative approach
- progress the ERP change management model and key change priorities, and
- work collaboratively with suppliers, vendors, business units and delivery teams.
The specified personnel may be directed to assist with other work in relation to other streams within the ERP Branch.
If the department elects to extend the contract past the initial term, the ERP Program will facilitate significant system and process change and will require strong OCM experience within ERP environments. During the optional term(s) of the Contract the OCM capability will:
- lead the associated change activities during the implementation of a new ERP Platform across the organisation (i.e. engagement strategies)
- work closely with ERP Program leadership, business SMEs, technology teams and the ERP platform implementation partner to ensure change impacts are understood, managed and embedded effectively
- lead stakeholder engagement, business readiness assessments / metrics and adoption activities
- partner with training teams to ensure effective learning and capability uplift
- develop and track a benefits realisation plan and report these to the PB, identifying if any benefit is at risk, so that scope or change management interventions can be made.
- monitor change risks, resistance and adoption metrics across the ERP Program, and
- integrate change management practices throughout the entire program lifecycle to drive both people and process transformation in parallel with technology implementation.
