This Tender is invited by the Issuer.
The Successful Seller will undertake an independent health check of the Australian Competition and Consumer Commission’s (ACCC) TechnologyOne (TechOne) system and to develop a forward‑looking roadmap to inform future investment and procurement decisions. The health check will support the Agency’s objectives to ensure system performance, security, and sustainability, and to inform the next phase of market engagement.
The ACCC currently operates TechOne as a core enterprise system. The Agency has been in contract with TechOne since 2017. Existing contractual arrangements are time‑limited, and there is a requirement to ensure continuity of service while planning for future capability uplift. The outcome of this engagement is intended to inform both operational improvements and the Agency’s longer‑term procurement strategy.
Additionally, recent changes in the Australian Government ICT investment environment, including the cessation of the ICT investment moratorium, have increased the importance of agencies being well‑positioned to make timely, evidence‑based decisions regarding future ICT investment and uplift. The outcome of this engagement will support the ACCC to assess its current TechOne environment and establish a clear, prioritised roadmap to inform future investment decisions in this context.
Purpose and Requirements
The ACCC relies on TechOne as a critical enterprise system. As the system has matured and business requirements have evolved, there is a need to:
- Obtain an independent assessment of the current system configuration, performance, and risks; and
- Develop a clear, evidence‑based roadmap to inform future decisions regarding system enhancement, module upgrades, and future procurement approaches.
Scope of Services will include, but are not limited to:
Health Check
- Review of the current TechOne environment, including:
- Performance optimisation (identification of bottlenecks and efficiency constraints)
- Review of existing configurations against vendor‑recommended and industry better practices
- Security assessment to assess the adequacy of current controls
- Process and workflow review to identify opportunities for improvement and efficiency gains
- Proactive maintenance assessment to identify risks that may lead to system instability or downtime
Future State and Roadmap
- Identification and analysis of current ‘pain points’
- Assessment of upgrade pathways, including transition from current modules (e.g. CA) to target modules (e.g. CIA)
- Development of a practical, staged roadmap outlining:
- Strategic options for future system uplift
- Timing considerations
Dependencies and risks
Timelines and Deliverables
Indicative deliverables are expected to include:
- A current‑state health check report
- Findings and recommendations paper
- A future‑state roadmap and options analysis
- Executive‑level summary suitable for decision‑making
Price
The successful Seller will be required to provide a single, all‑inclusive price for the delivery of both the TechnologyOne Health Check and the Strategic Roadmap as a combined package. The Health Check and Strategic Roadmap are to be delivered together.
Following completion of the evaluation process, the Agency may enter into negotiations with the successful seller to further refine scope, deliverables, sequencing and pricing, consistent with the intent disclosed in the Request for Quote and the requirements of the Commonwealth Procurement Rules. Any negotiations will be undertaken to optimise value for money and ensure alignment with the Agency’s priorities, budget and delivery timeframes.
