⁠⁠⁠Background

The Public Transport Authority (PTA) is launching a renewed Standing Offer Arrangement (SOA) to engage qualified providers for Contract Surveillance Services, with a specific focus on Vertical Transport (VT) systems such as lifts and escalators. These systems are critical to ensuring the safe and efficient movement of passengers within PTA’s multi-level facilities.

The SOA will support both operational and capital works programs for up to a five-year period. The scope of services includes independent verification, oversight of installation and maintenance activities, risk mitigation, and compliance assurance to ensure that VT systems meet safety, performance, and regulatory standards.

In reviewing the outcomes of the previous Standing Offer contract, it was identified that the arrangement – covering multiple disciplines including Lifts & Escalators – was significantly underutilised, with limited engagement across the Standing Offer members. This underutilisation suggests that a multi-supplier Standing Offer may not be the most effective model for this category of services. Therefore, it is recommended that the renewed SOA adopt a sole supplier model to streamline contract management, improve accountability, and ensure consistent service delivery across PTA projects for VT services.

This approach is expected to enhance value for money, reduce administrative overhead, and foster a stronger partnership with the selected provider, ultimately supporting PTA’s strategic objectives in delivering safe, reliable, and accessible public transport infrastructure.

Scope of Services

This procurement is to incorporate/consolidate all Vertical Transport (VT) contract surveillance services noted to date and now required on behalf of PTA Divisions for relevant Projects during the next five years.

Contract Surveillance Services for Vertical Transport. This procurement plan will engage panel contractor/contractors to provide comprehensive contract surveillance services for vertical transport for the Public Transport Authority (PTA) of Western Australia. These services will ensure quality assurance, compliance monitoring, and technical oversight for critical infrastructure components such as lifts, escalators, fire and life safety systems, underground services, and reinforced concrete structures throughout PTA projects lifecycle.

Due to the highly specialised and limited nature of VT systems, the PTA may directly engage the nominated specialist supplier under Standing Offer to perform all required VT Contract Surveillance services. This arrangement recognises that market capability for such services is restricted, and direct engagement supports continuity, quality assurance, and risk management outcomes for PTA projects.

The PTA reserves the right to have as many Sub-agreements as deemed suitable within this Standing Offer. The range and broad categorisations of the Specialist Engineering/Architectural/Discipline Areas required for VT Contract Surveillance services include:

  • Lifts and Escalators.
  • Building Electrical Systems (as related to Vertical Transport);
  • Building Communication Systems (as related to lift control and monitoring); and
  • Building Security and Management Systems including CCTV (where integrated with lift/escalator systems).

Operational Service Delivery Expectations

The PTA advises Respondents that individual Sub-agreements issued under this Standing Offer will include operational service delivery requirements specific to each engagement. These operational requirements will reflect PTA’s expectations for Contract Surveillance Officers (CSOs) when supporting VT activities across project and maintenance environments.

The operational service delivery expectations that may apply to Sub-agreements include, but are not limited to include:

  • Preparation and submission of inspection and site visit reports within 72 hours of attendance
  • Escalation of safety-critical or operational defects within 24 hours of identification
  • Participation in project hold points, witness points, FAT, SAT, and commissioning activities
  • Completion of the required VT inspection programs (e.g., quarterly asset inspections) for maintenance-related engagements
  • Proactive identification of risks or non-conformances and provision of recommended mitigation actions
  • Maintaining accurate, organised and retrievable documentation in PTA’s approved systems; and
  • Maintaining professional, timely and transparent communication with PTA Project Engineers, the VT Manager, and other stakeholders as required.

These operational requirements will be defined within each Sub-agreement Order Form issued under the Standing Offer. Respondents must ensure their proposed methodologies, resources and capability are sufficient to meet these expectations when engaged.

Standing Offer Information

This Standing Offer is established to support the PTA’s requirements for Contract Surveillance Services for Vertical Transport across the PTA Network.

The contractual arrangement will be formed directly between the PTA and the successful Respondent(s).

Engagement of services under this Standing Offer will be on an as-required basis, in accordance with the Standing Offer terms.

The PTA will review the Standing Offer framework and composition annually or at other times determined appropriate by PTA to assess whether an additional Consultant/s are required to satisfy the service requirements of the PTA. The PTA reserves the right to add Consultants to the Standing Offer arrangement at its discretion at any time during the term of the Standing Offer, through a public tendering process.

The PTA reserves the right at its absolute discretion to source services outside this Standing Offer Arrangement if so, determined by the PTA.

1. Standing Offer Utilisation:

This Standing Offer is being established to support the PTA’s requirements for the provision of Contract Surveillance Services for Vertical Transport across the PTA Network.

This Standing Offer Contract does not preclude other PTA Divisions from obtaining services under this arrangement, where relevant and appropriate.

2. Standing Offer Structure:

It is expected that this Standing Offer will initially consist of at least one suitably qualified Consultant with the skills and experience required to deliver Contract Surveillance Services for Vertical Transport.

Additional Consultants may be added to the Standing Offer arrangement at the PTA’s discretion, as required, having regard to the availability of personnel and the anticipated workload over the life of the Standing Offer.

The PTA will appoint a Contract Manager, who will be responsible for overall governance and management of the Standing Offer, including Standing Offer processes and related contractual matters.

The PTA Contract Manager will also be responsible for day-to-day operational requirements under the Standing Offer. The successful Consultant will be required to nominate a Contract Relationship Manager as the primary point of contact.

Term of the Standing Offer:

The Standing Offer arrangement will operate for an initial term of three (3) years, with two (2) one (1) year extension options, exercisable at the absolute discretion of the PTA.

The total aggregated duration of the Standing Offer arrangement will not exceed five (5) years.

Site Visit 

A site visit will be held at 116 West Parade, Perth on 10 Apr, 2026 12:30 PM.

A briefing session will be held for all potential Respondents at the Public Transport Centre, 116 West Parade, Perth on Friday, 10 April 2026, 12:30 pm to 1:30 pm.
