Tender Description

⁠⁠⁠DCJ is seeking submissions from suitably qualified and experienced construction contractors to build six Aboriginal Child and Family Centers in regional, remote and metropolitan locations across NSW.

Project goals

The key objectives of the project is to design and deliver six ACFCs, in collaboration with DCJ and the awarded Aboriginal Community Controlled Organisations (ACCOs), that are:

  • Responsive to the demands of each location and the localized functional briefs;
  • Connected to Country and inclusive of Aboriginal families and children;
  • Responsive to geography and site aspect;
  • Durable, sustainable and enable future growth; and
  • Provide Value for Money to the NSW state government.

Design and delivery will need to consider opportunities to standardize some functional elements, different delivery management for remote, regional and metropolitan locations, and explore the option of off-site prefabrication.

The Expression of Interest (EOI) process will enable DCJ to identify and shortlist contractors with the capability, experience and capacity to construct the ACFCs. Shortlisted contractors will be invited to submit proposals via subsequent select tender processes.

The EOI will also seek feedback from the market on:

  • The proposed packaging of construction works across multiple sites, including whether he proposed geographic groupings are appropriate for the current construction market
  • The feasibility of the proposed construction timeframes
  • Contractor capacity to mobilise across regional and remote locations
  • Opportunities to utilise modern methods of construction (MMC), modular construction and prefabrication to support innovation to achieve accelerated delivery of the six ACFCs.

Scope

Each ACFC will include a mix of functional areas to meet the core service delivery requirements of an ACFC, this includes:

  • Early childhood education and care (regulated);
  • Parent and family support;
  • Maternal and child health; and  
  • Other relevant early childhood support services.

Some ACFCs will require the construction of all functional areas, while others have existing buildings and may only need some of the functional areas built to deliver the full scope of an ACFC service.

The scope of work for each project, includes:

  • Site remediation; (as required)
  • Site preparation;
  • Milestone delivery of new works;
  • Establish on site and off site works as contracted;
  • Collaboration with other projects and works undertaken on site (where applicable);
  • Commissioning, completion; and
  • Handover activities and documentation.

  • Central Coast ACFC (confirmed)

Package C - Round 2 Locations (3 ACFCs - locations to be confirmed)

Tenderers may opt-in to deliver one or more of these projects. This must be clearly set out in the proposal.
