Tender Description

The Office for Early Childhood Development (OECD) is seeking the services of a suitably experienced and qualified supplier to design and deliver a provisionally registered early childhood teacher mentoring program (the Mentoring Program), to support new graduate and early career early childhood teachers (ECTs) to progress from provisional to full registration.

A supplier is required to design and deliver the Mentoring Program including: a range of professional development initiatives; implement and manage systems to coordinate the mentoring program (including recruitment of suitable teachers* to act as mentors and portfolio advisors); systems to support the onboarding of PRTs and ECTs to participate in the mentoring program; triaging and allocation of PRTs to one of the support models; matching mentors and mentees; designing and delivering mentoring professional development for ECTs; facilitating Communities of Practice (CoP) across different groups of mentors and PRTs; and evaluating/reporting on program activities.

*Suitable teachers (experienced, early childhood qualified, fully registered) will provide mentoring under both support models. Where ECTs acting as mentors are attached to a Long Day Care Service, the OECD will provide backfill support for their participation in the mentoring program. Where ECTs are not attached to a service, the supplier will need to engage their services as a mentor (for example, through an employment/contracting arrangement). Mentors will likely support one or two mentees each, depending on capacity. Portfolio Advisors will be engaged by the supplier on a full or part time basis to support a larger cohort of PRTs. The supplier will be required to develop a travel and accommodation policy and process to manage regional travel and associated costs.
