Mild Steel Cement Lined Pipe Supply

Melbourne Water Corporation anticipates a need to procure Mild Steel Cement Lined (MSCL) pipe for a number of capital projects. This is a forecast only, and the projects, pipe quantities and specifications are subject to change.

About

Melbourne Water's water supply is transported through a pipe network that distributes water produced from its treatment plants to the metropolitan retailers. The network consists of pipe ranging in diameter from 600mm to 1700mm nominal bore, with larger diameter pipe (2100mm to 2400mm) existing within the network but comparatively rarer.

The current Melbourne Water standard (AM STA 4800 Water Transfer Pipeline Design) specifies Mild Steel Cement Lined (MSCL) pipe with the following characteristics:

• Mild steel providing durability of at least 100 years, with an expected lifespan of 120 to 140 years
• Internal cement lining suitable for potable water that inhibits corrosion for over 100 years
• External coating of fusion bonded high-density polyethylene to provide corrosion protection suitable for all soil types

Scope

The scope includes:

• Supply of approximately 51km of MSCL pipe for 9 capital projects over a 3 + 1 + 1 year term (2027-2031)
• Provision of pipe with a jointing system that facilitates fast installation and allows for quick joint testing

Jointing system

• Preferred systems are those with a rubber ring internal joint that requires external fillet welding only and allows for air field testing
• Non-viable systems are welded joint systems that require full butt welds or fillet welds internally or externally and magnetic particle testing

Instructions to Tenderers

The RFT will be hosted on Melbourne Water's eProcurement system, Zycus. Respondents to the RFT will be required to self-register on the Zycus portal in order to access the RFT documentation. It is strongly recommended that respondents use the advance notice period to self-register their Zycus profile to avoid delays in viewing the RFT material upon launch.

Potential suppliers are invited to register their details in the Zycus Supplier Network (ZSN), a cloud-based portal for suppliers and other payment recipients to engage with Melbourne Water and securely manage their details. Note that if a supplier already has an account with Zycus for other clients, a new account will still need to be activated for Melbourne Water. As Zycus will be the primary means of communication with suppliers during the RFT, the user registered in Zycus should be a person actively involved in the proposal.
