Tender Description
The City of Whittlesea is seeking experienced and well‑resourced contractors to deliver a long‑term Arboricultural Services Program that supports the effective management of all trees across the municipality’s streetscapes, parks, and reserves. The new contract framework consists of four key service components:
Portion A – Tree Inspections
Portion B – Zone Pruning
Portion C – Reactive Pruning
Portion D – Electrical Line Pruning
This four‑portion model replaces Council’s previous three‑portion arrangement and has been designed to improve service delivery, clarity of responsibilities, and alignment with statutory and operational requirements.
Portion A – Tree Inspections
Portion A seeks a supplier to undertake comprehensive planned and reactive tree inspections. This includes all street trees, significant trees, trees under powerlines, new tree assets, and trees within parks, kindergartens, childcare/early learning centres, and around high‑use community facilities.
Contractors will be required to:
- Collect accurate tree asset data
- Identify required maintenance actions
- Meet Council’s inspection schedule for annual and biennial programs
- Adequately resource the program to ensure timely completion
Portion B – Zone Pruning
Delivered as a scheduled, cyclical program across designated geographic zones (subject to change at Council’s discretion). Works ensure compliance with annual and biennial tree inspection and clearance requirements.
Portion C – Reactive Pruning
Covers unplanned works generated by customer requests, storm events, asset protection needs, or urgent risk mitigation. Contractors must respond promptly to maintain public safety, tree health, and agreed Service Levels (SLAs).
Portion D – Electrical Line Pruning
Pruning of trees located under or near powerlines in accordance with ESV Regulations 2020/2025 and all applicable clearance standards.
