Howlong Reservoir Concept Design

⁠⁠⁠Federation Council provides potable water to the township of Howlong, NSW. Network modelling and community feedback has identified the water pressure provided from the existing storage is inadequate at times. There are also issues with the internal lining of the existing reservoir that require it to be taken offline. Chlorine contact time also needs to be increased from the Howlong Water Treatment Plant (WTP). Preliminary design work has identified that a new storage reservoir and pump station are required to resolve these issues to improve the level of service for the residents of Howlong.

Federation Council is seeking to engage a suitably qualified company to undertake concept design activities to document the requirements for the design and construction of a new 7ML storage reservoir and associated pump station at the Howlong WTP.

The concept design requirements must be documented into GC21 contract documentation to enable Federation Council to conduct a design and construction tender process.

Contractors are required to have in place all relevant work, health and safety documentation.

The Contractor shall work with Federation Council to conduct a formal concept design process to capture all relevant requirements to ensure a suitable concept design for:

•  A 7ML treated water storage reservoir;
•  A pumping station to deliver water into the Howlong water reticulation network
•  Integration with the existing water treatment plant processes
•  Integration with the existing Howlong water reticulation network
•  Compliance with the Australian Drinking Water Guidelines (ADWG)

The scope of works includes:

•  Conducting a concept design process: Reviewing existing documentation and identifying inputs, outputs and interfaces to ensure all requirements are identified.
•  Geotechnical investigation: Completion of a geotechnical investigation to establish ground conditions at the proposed reservoir site to further inform the design.
•  Preparation of design and construct tender documentation: Provision of tender documentation that allows Federation Council to release a design and construct tender package when funding is secured.
