This Tender is invited by the Issuer.
The CMS Products team within ETG serves a critical function in supporting and maintaining ART’s Case Management Systems (CMS). In 2025, the team achieved notable advancements in addressing longstanding resourcing challenges and addressing elements of the applications backlog, in particular through efforts in template development and standardisation.
Despite these accomplishments, the team continues to operate under significant ongoing pressure. Factors contributing to this complex environment include historical under-resourcing, the transition to the Administrative Review Tribunal in 2025, and the ongoing maintenance needs of ageing legacy CMS platforms. These challenges are further intensified by:
- Anticipated legislative changes in early 2026 that will necessitate substantial system enhancements
- A considerable backlog of high-priority application changes; and
- The requirement to support the newly deployed CMS (IRIS), which is evolving rapidly, alongside the maintenance of legacy systems.
Given the limitations inherent to legacy CMS platforms, including restricted flexibility for code modifications, a review is required that will adopt a pragmatic strategy for addressing resourcing constraints and identifying opportunities for continuous improvement. The focus will be on optimising workflow, enhancing clarity, and strengthening planning discipline, rather than undertaking extensive redevelopment of the legacy systems.
The ART would therefore like to invite you to submit a proposal based on the requirements outlined in the attached Request for Proposal (RFP) document.
