Quality Management and Permit to Work

⁠⁠⁠Vales Point Power Station (VPPS) currently relies on the NiSoft E2 system as its legacy platform for managing Permit to Work (PTW), Task Based Risk Assessment (TBRA) processes and a paper-based Quality Management for check sheets and inspections. The core focus of this project is to modernise its operational technology environment and align with strategic objectives—including software consolidation, adoption of cloud based solutions, and the introduction of intelligent integrations—Delta Power and Energy is seeking a solution that delivers measurable improvements in capability, efficiency, and reliability.

The Vendor must provide a best-of-breed solution that delivers a modern, fully supported system with strong alignment to current and future operational needs, including:

 A contemporary, scalable technology stack with an intuitive and user-friendly interface

• A current, fully supported platform with a clear product roadmap
• Robust integration capabilities with modern enterprise systems
• Efficient, streamlined workflows that minimise manual intervention
• Comprehensive mobile functionality to support field based personnel
• Advanced reporting, analytics, and performance insight capabilities

 The vendor must ensure full and detailed familiarisation with the current PTW and TBRA workflows as documented in the ATAR, ARP, and PTW Flow Charts, together with the supporting NiSoft procedural documents (provided separately). The proposed solution must preserve all existing workflow logic and compliance obligations while delivering demonstrable and measurable improvements in operational efficiency, including streamlined permit processing, improved accuracy and auditability. Vendors are required to clearly demonstrate how their solution aligns with these documented processes, explain how efficiency improvements are achieved without compromising compliance, and confirm how the solution meets all operational, technical, and integration requirements defined within this scope.

This Tender is divided into two parts. Respondents may submit a proposal for:

• Optional Part One: Delivery of a Digital Quality Management System (QMS); and
• Optional Part Two: Replacement of the Permit to Work (PTW) and Task Based Risk Assessment (TBRA) systems; or

Both Parts 1 and 2: An end-to-end integrated solution covering PTW, TBRA, and Digital QMS.

Proposals for each part will be evaluated independently, though integrated solutions are welcomed where beneficial.

LOCATION OF SITE

The Vales Point Power Station is located on the southern shore of Lake Macquarie, approximately 130 km north of Sydney, New South Wales, and approximately 3 km off the Pacific Highway North of Doyalson.

Tenderers are required to attend the scheduled tender meeting via Microsoft Teams to familiarise themselves with the relevant conditions, as well as the rules and procedures governing this Tender. The meeting will provide an opportunity for Q&A and for sharing any additional information not previously issued. Delta PAE may record the tender meeting and keep the records for evaluation purposes.
