Request for Information for Online Theory and Hazard Perception Learning Module and Testing Platform

The Department of Transport and Major Infrastructure (DTMI) is seeking information on software solutions to support a web-based Learning Management System for delivering the Theory Test and Hazard Perception Test for light and heavy vehicles, aiming to modernise the testing experience, improve accessibility, and integrate with existing systems. Currently, all learner drivers must complete in-person testing after full identity verification, contributing to delays and high utilisation of Licensing Centre services.

Other Australian jurisdictions have successfully adopted online, interactive testing models that enhance engagement while maintaining strong identity and assessment standards. By introducing an online platform to complement in-person testing, DTMI aims to lower barriers for early testing, improve consistency and efficiency, reduce administrative costs, and support future enhancements, including heavy vehicle specific assessments and potential elements from the 2025 Graduated Licensing System Review.
