Tender Description

⁠⁠⁠The Project

  • DFAT has a requirement for the development of global education teaching resources and lesson plans aligned with the Australian Curriculum for primary and middle school students that promotes understanding of the value of Australian international development assistance and demonstrate the tangible impacts of Australia’s development assistance.
  • The project will deliver ready‑to‑use, curriculum‑aligned classroom resources that align visually and thematically with DFAT’s current Curriculum Resources: Global Education Resources for Classrooms providing teachers with high‑quality materials that can be readily integrated into existing subjects and learning programs.
  • The project must incorporate key global education themes such as sustainability, sustainable development goals, and global citizenship.
  • As a core foundation of the project, an initial consultation and needs assessment phase will be undertaken to ensure the resources respond directly to the needs of educators, students and system stakeholders. This phase will involve structured engagement with representative cohorts, including teachers, learners, curriculum leaders and professional associations. The consultation will result in a Consultation Report that identifies priority content areas, delivery approaches, phased timelines and recommendations for resource development.
  • The project must also meet the needs of Australian teachers, school leaders and schools as identified in research by Monash University (to be supplied to the successful Supplier) commissioned by DFAT to shape a blueprint for Global Education resources on Australian Official Development Assistance:
  • E.g. the project must address teacher and school leader issues including overcrowded curriculums, time constraints and a lack of resources.
  • The project must link to DFAT’s ABC youth television and social media assets including but not limited to Beyond Awesome and Common Cause (See ABC iView).

Teacher Resources

  • DFAT requires a suite of 10 accessible, online teaching resources that provide consistent, reliable information and actively engage students with Australia’s ODA program, global issues and the SDGs.
  • The 10 modules must include a range of age‑appropriate, curriculum‑linked packs designed to bring development focused global education into classrooms where teachers often rely on self‑developed materials. Resources must be informed by the initial consultation and validation phase, including engagement with educators and curriculum writers, and must allow students to experience global education in real‑world and applied contexts.
  • Each resource pack must:
  • Be aligned with the Australian Curriculum and strongly integrated into existing subjects, rather than presented as a standalone topic.
  • Include comprehensive teacher notes and student materials supported by credible global data and third‑party content sources to ensure reliability and depth.
  • Be modular, adaptable and easy for educators to modify to suit their classroom context.
  • Be produced in accessible formats, including PDF and editable formats, and comply with WCAG accessibility requirements.
  • Be compact, with learning sequences of one hour or less, while still encouraging critical thinking and problem‑solving.
  • Promote understanding of interconnections within the Asia‑Pacific region.
  • Include supporting assets, such as infographics or animations.
  • Module development will be staged and iterative, with pilot testing and validation involving professional associations and DFAT, incorporating user feedback prior to finalisation.

Promotion and Monitoring and Evaluation

  • DFAT’s requirements include the implementation of a coordinated promotion and outreach program to educate and advocate for global education engagement, targeting school leaders, teachers and students.
  • A promotion strategy must be developed covering content creation, distribution and impact evaluation, using a mix of digital and physical materials.
  • Promotional activity must leverage DFAT and the providers own channels, including social media, newsletters and online platforms, and include webinars, conference participation and collaboration with professional associations to showcase resources and support professional learning.
  • The project must include identification and engagement with key education conferences and events, including securing exhibition opportunities and presentation slots where appropriate, as well as delivery of webinars or as invited speakers for external audiences.
  • Promotional activities and resources should be developed in collaboration with teachers, ACARA and state and territory education departments.
  • M&E activities must be embedded throughout delivery.
  • Review rounds must be factored into the timeline, including both major and minor feedback phases aligned to key milestones.
  • A Final Report must document delivery outcomes and feedback to improve resources and inform future initiatives.
