Tender Description
Southern Metropolitan Cemeteries Trust (SMCT) would like to invite you to submit a response encompassing the services required to undertake and successfully complete the above service.
Scope:
The Contractor shall undertake and complete all works necessary for the full construction of the Mausoleum, including all structural, architectural, civil, landscaping and services components required to deliver a complete and operational facility including but not limited to:
• Provide all necessary trades, equipment and materials to complete the works;
• Prepare and submit a Construction Management Plan to the satisfaction of SMCT outlining the works, the staging requirements, public protection methodologies, environmental management and traffic management, both inside and outside the cemetery;
• Contractor to implement environmental controls during construction in accordance with local authority standards
• Provide the required Contractor information to enable SMCT to approve commencement of on-site works:
i. Undertake dilapidation surveys as agreed with the Superintendent
ii. Contractor Insurances
iii. SMCT Rapid Induction
• Supply and Installation of required site protection measures ie temporary fencing, signage, flagging, etc, all as agreed with the Superintendent;
• Earthworks Excavation of Cut and placement fill works within the site;
• Construction of all foundations, footings, slabs, load-bearing walls and supporting structures.
• Supply and installation of all reinforced concrete elements associated with the Mausoleum, including crypt structures, beams, plinths and supporting frames.
• Construction of all above-ground and below-ground crypts in accordance with approved drawings and specifications.
• Construction and finishing of individual crypts and wall niches (columbarium units), including all internal liners, sealing systems, crypt fronts, nameplate fixings and closure systems.
• Installation of all required waterproofing, moisture control and drainage systems to ensure long-term performance and compliance with cemetery and health regulations.
• Construction of all internal and external walls, partitions and façade elements.
• Installation of all flooring systems, wall finishes, ceilings, roofing and architectural linings.
• Installation of memorial walls, feature walls, niches and decorative architectural elements as documented.
• All stone, tile, concrete, metal and specialty finishes in accordance with the approved design.
• Supply, installation, testing and commissioning of all mechanical, electrical, plumbing, drainage and hydraulic services.
• Installation of lighting, power, ventilation, water services, stormwater systems and any specialist mausoleum service requirements.
• Integration of the Mausoleum works with surrounding civil works, landscaping, pathways, irrigation and cemetery infrastructure.
• Reinstatement of all disturbed areas to the satisfaction of the Superintendent.

A MANDATORY site visit is scheduled to take place on the Tuesday 3rd of February 2026 at 11am . Please meet at the All-Souls Mausoleum main entrance , Springvale Botanical Cemetery. Tender briefing and site inspection contact: Karim Mikahil.
Please note that failure to attend MANDATORY site visit will deem any Tender submissions void.
All questions must be submitted by 2pm Wednesday 11th of February 2026 and will be responded to no later than 2.00pm Tuesday 17th of February 2026 .
Note: Attached is a VPS Contract which needs to be reviewed as part of the submission process.

Mandatory Site Visit
A briefing session will be held at 600 Princes Hwy, Springvale, Victoria, Australia, 3171 on 3 February 2026 11:00 am.
Notes: A MANDATORY site visit is scheduled to take place on the Tuesday 3rd of February 2026 at 11am. Please meet at the All-Souls Mausoleum main entrance, Springvale Botanical Cemetery. Tender briefing and site inspection contact: Karim Mikahil.
Attendance at the briefing is a pre-requisite to submission and consideration of a bid.
