⁠⁠⁠About VicTrack

The Victorian Rail Track Corporation ("VicTrack") owns Victoria’s rail land, buildings and infrastructure. We protect and enhance the value of these assets and re-invest into the public transport system to benefit all Victorians. VicTrack is dedicated to protecting Victoria’s rich rail heritage and supporting thriving communities through careful planning, asset management and investment. VicTrack is also a licensed telecommunications provider with a network that delivers statewide services. Whether we’re managing the use of transport land, upgrading the telecommunication network or partnering on major infrastructure projects, VicTrack ensures the state’s assets continue to serve Victoria now and well into the future.

The Opportunity

VicTrack currently expects to issue a tender in mid-to-late January (on or after the 14th) for a refresh of its current panel for asbestos and hygiene services. This panel covers the provision of specialist technical, analytical, advisory and project management services to ensure VicTrack meets its statutory obligations under Occupational Health and Safety (OH&S) laws, regulations, frameworks and policies. Services may include, for example: asbestos and hazardous material surveys, NATA accredited laboratory analysis, risk assessments and management plans, project management and project support services and related technical and strategic advisory services. Remediation or removal works are expressly out of scope.

Eligibility Requirements

In order to participate in this tender, suppliers must be a current member of the Asbestos Inspection and Hygienist Services category of the Construction Supplier Register, and will be asked, as part of their tender response, to confirm their continuing eligibility. The Construction Supplier Register is an open prequalification scheme administered by the Department of Treasury and Finance (DTF). Suppliers must also register an account on the Buying for Victoria Tender Portal, as this website will be used to issue invitations and receive responses: https://www.tenders.vic.gov.au/.

Government Policies

Subject to final advice, VicTrack anticipates that the following Victorian Government policies will apply to this tender:

  • Fair Jobs Code: Fair Jobs Code | buyingfor.vic.gov.au – suppliers must hold a valid FJC certificate (as is also required under the Construction Supplier Register).
  • Local Jobs First: Local Jobs First - Supplier Guidelines – VicTrack has sought guidance on if/how this policy applies at a panel level.
  • Social Procurement Framework: Social Procurement Framework & guidance | buyingfor.vic.gov.au – suppliers will be asked about their ability to contribute to VicTrack’s social procurement objectives, such as gender equality, environmental sustainability and spend with Social Enterprises and Aboriginal businesses.
