Tender Description

The Support at Home Thin Markets (rural, remote and specialised) 2025-26 (Round 2) Grant Opportunity is the second grant opportunity under the Support at Home Thin Markets Grants program. The first grant opportunity (GO7600) was open for applications in March–April 2025 and funding was made available from 1 November 2025.

For the purposes of this grant program, a thin market is a market where there is a gap between the aged care needs of older people and services available. This can occur in specific locations or for specific services or cohorts of people.

This grant opportunity provides flexible funding to support service delivery for Support at Home providers operating in thin markets. Specifically, those Support at Home providers that are currently delivering:

a) services to older people in rural and remote areas of Australia, classified as Modified Monash (MM) areas 3 to 7; and/or
b) specialist services to older people in the cohorts included in the Specialisation Verification for Aged Care Framework.

The intended objective is to:

  • provide flexible funding to meet appropriate business expenses, to enable providers in thin markets with high costs to set reasonable prices for Support at Home services.
The intended outcomes are:

  • to support older people in thin markets to access Support at Home services at a reasonable price within their quarterly budget
  • to support older people in thin markets to access high quality Support at Home services, consistent with the Statement of Rights and Statement of Principles in the Aged Care Act 2024, regardless of location, background or life experiences, and
  • for providers, to improve the financial viability of delivering high quality Support at Home services in thin markets to support service availability.
