University Requirements

1. INTRODUCTION

The Federal Government, via the Accord Review has recommended the introduction of financial support for unpaid work placements. Specifically, the recommendation emphasises the need for government funding for placements in the nursing, midwifery, social work, and teaching fields of education.

As of 1 July 2025, Flinders was required to make payments to eligible students in alignment with the new government requirements. In order to meet this compliance deadline, an internal minimum viable product solution was implemented, however a more sustainable solution is desired to provide an optimal student experience and to support the management of the program longer term.

Flinders University (University) is seeking Respondents to provide solutions for the newly legislated Commonwealth Prac Payments (CPP).

The successful Supplier/Consultant/Contractor will be offered a 1-year contract consisting of an initial 1-year fixed term plus a 1-year extension option, commencing Quarter 1, 2026.

2. BACKGROUND

The University delivered a minimum viable product (MVP) solution utilising current systems and processes, in order to meet the 1 July compliance deadline, including InPlace for application management, TechOne rewards module for student payments set-up and management, and TechOne Financials for administering payment to students. The MVP solution does not provide a holistic end user experience, is labour intensive and requires substantial manual effort to assess applications and administer payments.

The University would like to implement a more sustainable solution to administering the program to provide an optimal student experience, ensure continued compliance, reduce operational risks associated with current practice and future proof our ways of working as student numbers increase, particularly as the CPP program is flagged to expand to additional fields of education.
