Tenders are invited from suitably qualified contractors for Transaction Management Services. The services consists of

PART A:

This service is to undertake the drafting, development, coordination, and management of Expression of Interest (EOI), Request for Tender (RFT) and the co-ordination, management and writing of SWTC documents and transaction management services, to the approval of TfNSW Project staff and other specialist advisors (including Design, Environmental, Probity, Legal and Financial). This includes but is not limited to the preparation of all documents required for Expression of Interest (EOI) and Request for Tender (RFT) activities, tender assessment, and contract negotiation phases for the procurement of the Homebush Bay Drive and Australia Avenue Intersection Upgrade Project.

PART B:

This service is to undertake development and preparation of SWTC and Transaction Management Services to assist the project team and other specialist advisors (Environmental, Probity, Legal and Financial) for the preparation of Expression of Interest (EOI) documentation, the preparation and documentation of commercial criteria and Request for Tender (RFT), tender assessment and contract negotiation phases for the procurement of the 15th Avenue Upgrade Project.

An online pre-tender briefing will be held on Tuesday 11th November 2025 between 10-11am. Attendance is mandatory to submit a conforming Tender. (The link to the online briefing session will be provided once the signed CDP is received).

Prospective tenderers will need to complete, sign and return the Confidentiality Deed Poll (CDP) (in accordance with the instructions in that deed) prior to being given the password to access the EOI documents. Please email the completed CDP to; procurement.services.sydney@transport.nsw.gov.au

All tenderers must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period.
